Anytime you begin a new case filing or file into an existing case, you are creating a new Draft. This Draft does not become a new filing (also referred to as an "Envelope") until you click the "Submit" button at the bottom of the Summary page at the end of the draft.

If you need to save your Draft at any time so you may exit the draft, click on the white "Save as Draft" button at the bottom left corner of the screen, to the left of the blue "Summary" button.
